(AP) ? A convicted American killer who disappeared after a 1972 hijacking lived openly in West Africa under his real name for years and even socialized with U.S. embassy officials there, a former U.S. ambassador said Thursday.

The comments by John Blacken, a retired U.S. ambassador to Guinea-Bissau, raised new questions about a decades-long FBI manhunt for George Wright, who managed to elude authorities for 41 years until being arrested Monday in Portugal.

Blacken told The Associated Press he was stunned to hear about Wright's arrest because he knew him and his wife ? who might have even worked on translation projects for the U.S. embassy. But Blacken had no idea that Wright was a fugitive.

In Washington, the U.S. State Department had no immediate comment.

Wright's years on the lam took him across the globe ? from New Jersey to Detroit to Algeria to France to Guinea-Bissau and then Portugal, at the very least.

When Blacken served as ambassador from 1986 to 1989 in the former Portuguese colony of Guinea-Bissau, Wright had already escaped from jail in New Jersey while serving time for murder and was wanted in the 1972 hijacking by the Black Liberation Army of a U.S. plane to Algeria.

"All this was a big surprise, my goodness, murder and everything else," Blacken said in an telephone interview from Bissau, the capital of Guinea-Bissau. "No one imagined him being a murderer. Of course we didn't know him that well. He seemed like an ordinary person and not radical at all."

A fingerprint on Wright's Portuguese ID card was the break that led a U.S. fugitive task force to him, according to U.S. authorities. But for decades his file was in the unsolved "cold cases" section for U.S. law enforcement.

Blacken said he was never alerted by U.S. law enforcement officials about Wright's background.

"If we had received such a cable, we would have responded," Blacken added. "He was known as George Wright here, and it's strange that (U.S. officials) never tracked him down here."

It was not clear what action, if any, Blacken could have taken in a nation that at the time was very sympathetic to those it perceived as freedom fighters.

Michael Ward, head of the FBI in Newark, N.J., said it wasn't unusual that Wright could have lived undetected overseas for so long.

"Obviously communication abilities were much less back in the 70's and the 80's than they are today," Ward said. "You're dealing with someone with a common name who is living a low-key lifestyle and those factors would have contributed to him going unnoticed at the time."

Ward said New Jersey's Fugitive Task Force was able to track him down and break open the case with today's better investigative techniques and improved technology.

"It was a combination of persistence in the investigation, but also law enforcement techniques across the board have improved in the last 40 years. These days, everyone is just better at what they do," Ward said.

Ann Patterson, whose father Walter was killed by Wright in a 1962 gas station robbery in New Jersey, was surprised to learn that Wright lived in plain sight and managed to remain undetected in Guinea-Bissau using his real name.

"He just got away with everything. He was very adept at what he did. This is unreal," she said Thursday.

Blacken could not recall what sort of work Wright did in Guinea-Bissau, a tiny nation on the Atlantic Ocean. He knew Wright's Portuguese wife, Maria do Rosario Valente, better because she had worked as a freelance Portuguese-English translator, possibly even for the embassy.

Wright and his wife were already married when Blacken knew them, and Wright has lived for at least the last two decades in Portugal. A photocopy of his Portuguese residency card listed his home country as Guinea-Bissau.

A woman at the Guinea-Bissau embassy in Lisbon said no one was available to comment on whether Wright obtained citizenship from the African nation, but doing so in the 1980s was relatively easy for foreigners.

Wright's arrest has generated intense media interest in Portugal. International camera crews were staked out Thursday around his pretty house on a cobbled street not far from a stunning Atlantic Ocean beach in Almocageme, 28 miles (45 kilometers) west of Lisbon.

He is being held in Lisbon, the capital of Portugal, pending extradition hearings and will likely remain in detention for at least several weeks while his lawyer and lawyers for the United States present their legal arguments, said the president of the Lisbon court.

Wright has asked to be released during the process and can appeal the extradition decision to the Supreme Court and the Constitutional Court, a process likely to last months, the judge, Luis Maria Vaz das Neves, told The AP.

Vaz das Neves declined to provide details of the arguments because that information is not available to the public in Portugal, but said authorities are trying to determine whether Wright's Portuguese identity documents are valid.

"The citizen is American, though he said he also has Portuguese nationality, but that remains to be resolved," Vaz das Neves said.

Blacken didn't know if Wright had obtained citizenship when he was in Guinea-Bissau, but said it wouldn't have been too hard to do.

"A person living here for over a period of time who wants to apply for citizenship can normally get it regardless of his background," Blacken said.

The leftist Socialist authorities in Guinea-Bissau at the time might have even been impressed if Wright had told them about his past, said Jan Van Maanen, honorary consul for the Netherlands and Britain in Guinea-Bissau.

"In the 70s and the 80s, they used to use passports and therefore nationality as something to decorate people with," Van Maanen said.

In the United States, Wright was convicted of murder and hijacked a plane.

Eight years into his 15- to 30-year prison term, Wright and three other men escaped from the Bayside State Prison in Leesburg, New Jersey, on Aug. 19, 1970. The FBI said Wright then joined an underground militant group, the Black Liberation Army, and lived in Detroit.

In 1972, Wright ? dressed as a priest and using an alias ? hijacked a Delta flight from Detroit to Miami along with other BLA members, police said. After releasing the plane's 86 other passengers for a $1 million ransom, the hijackers forced the plane to fly to Boston, then to Algeria, where the hijackers sought asylum.

Algeria returned the plane and the money to the United States but allowed the hijackers to stay.

Wright and the other hijackers left Algeria in late 1972 or early 1973 and settled in France, where they got jobs and lived together, said Mikhael Ganouna, producer of the 2010 documentary "Nobody Knows my Name" about the hijacking.

But Wright left the group, and his associates were subsequently tracked down, arrested and convicted in Paris in 1976. The French government, however, refused to extradite them to the United States.

Until his arrest Monday, life was sweet for Wright in the Portuguese hamlet of Almocageme, where neighbors said he lived for at least 20 years with his wife and two children, now in their 20s.

Locals knew him as Jorge Santos, a friendly man from Africa who did odd jobs and spoke fluent Portuguese. Over the years, he worked as a nightclub bouncer, a beach stall salesman and ran a barbecue chicken restaurant.

His wife answered the door Wednesday at their whitewashed house but refused to comment on her husband's arrest.

Judge sentences Arkansas men to prison under hate crimes law (Reuters)

LITTLE ROCK, Ark (Reuters) ? Two Arkansas men were sentenced to prison time under a federal hate crimes law for attacking a group of Hispanic men and telling them to "go back to Mexico," officials said on Wednesday.

Frankie Maybee, 20, was sentenced to 11 years and three months in prison on Wednesday, a day after Sean Popejoy, 19, who testified against him in trial, was handed a 4-year term.

"The facts of this case shock the conscience," said Thomas E. Perez, Assistant Attorney General for the Civil Rights Division of the U.S. Department of Justice. "Five men were almost killed for no reason other than the fact that they are Hispanic."

Maybee and Popejoy were convicted in May under the 2009 federal Matthew Shepard and James Byrd Jr. Hate Crimes Prevention Act, and Department of Justice spokeswoman Xochitl Hinojosa said they were the first defendants to be sentenced under the law.

The pair were convicted over a series of crimes on June 20, 2010, that targeted five Hispanic men at the Red-X gas station and convenience store parking lot in Alpina, in northwest Arkansas.

Maybee and Popejoy did not know the men, nor did the victims do or say anything to provoke them, the Justice Department news release said.

The two yelled racial epithets during the attack, officials said, telling the victims to "go back to Mexico." They pursued the men in Maybee's truck and caught up to them, with Popejoy leaning out the passenger window wielding a tire wrench.

Maybee rammed into the men's car repeatedly, causing the car to cross into oncoming traffic in the opposite lane, go off the road, crash into a tree and ignite.

All of the men were badly injured and one of the victims "sustained life-threatening injuries," the release said.

Perez said that the sentences "send a clear message that the Justice Department will aggressively prosecute those who perpetrate violent acts of hate."

Day Laborers and the Right to Roadside Job Hunting (Time.com)

Do day laborers have a right to stand along the highway to offer themselves to would-be employers? Communities in states from California to Connecticut have been cracking down on these roadside gatherings. But a powerful federal appeals court this month overturned a ban in Redondo Beach, Calif., on soliciting work from passing cars.

In a 9-2 ruling by the San Francisco?based Ninth Circuit Court of Appeals, the judges in the majority declared that the ban is an unconstitutional restriction on free speech. The dissenting judges defended Redondo Beach's right to keep order on its streets.

Day-laborer lines have become a familiar sight across the country. Workers, almost all of them men and many of them Mexican immigrants, stand alongside highways and streets hoping to be chosen for construction work or other manual labor. In 1987, Redondo Beach - prodded by complaints about day-laborer lines - made it illegal "to stand on a street or highway and solicit ... employment, business or contributions from an occupant of any motor vehicle." In 2004, the city ramped things up by creating the Day Labor Enforcement Project, in which police posed as potential employers and arrested day laborers who asked for work. As many as 50 cities in California have bans like the one in Redondo Beach, according to a lawyer for the Mexican American Legal Defense and Educational Fund. But the question of whether day laborers should be allowed to solicit work on the side of the road is hardly a West Coast?only issue. On New York's Long Island, there have been crackdowns on day laborers that critics say amount to criminalizing "waving while Latino." In March, Danbury, Conn., agreed to a $400,000 settlement with day laborers who complained that their 2006 arrests, the result of a police sting, were illegal and constituted racial profiling. (See the top 10 things you didn't know about Labor Day.)

Advocates for day laborers sued Redondo Beach, charging that the law infringed on the free-speech rights of the workers and prospective employers, effectively making it a crime for people to seek work. The appeals court agreed. The law is also so broad, the majority ruling held, that, in certain locations, it could make it a crime for concerned citizens to raise money for a disaster-relief fund, for Girl Scouts to sell cookies outside their school or for children to have a lemonade stand outside their home.

Chief Judge Alex Kozinski issued a strongly worded dissent, along with one other judge, that described the ruling striking down Redondo Beach's law as "folly." Kozinski argued that day laborers who lined up for work created real problems by littering, vandalizing, harassing women and generally making a nuisance. Municipalities have a right, he wrote, to "secure the safety, beauty, tranquility and orderliness of neighborhoods." In a rhetorical flourish, the chief judge declared that the majority was "demonstrably, egregiously, recklessly wrong." And in case anyone wasn't quite sure how he felt about the matter, he added, "If I could dissent twice, I would."

As entertaining as the dissent is to read, however, the Ninth Circuit got it right on the law. Ordinances like the one in Redondo Beach unconstitutionally restrict people from engaging in free speech in public places. People have a right to stand by the road and offer to work, and people in cars have a right to ask people on the roadside if they want a job. It is core First Amendment expression. (Watch a video on companies that create new jobs.)

If city officials are concerned about the litter, vandalism and harassment that the dissenters pointed to, they should be sure that they have strong laws against these things, and they should enforce them.

There is, of course, a lot more going on in these battles over day laborers. As the Danbury settlement suggested, race and ethnicity roil below - often barely below - the surface, along with views on immigration policy. Critics of the street-side bans say that if the day laborers lining up for work were U.S.-born whites, the laws either would not exist or would not be enforced.

Day-laborer lines are a Rorschach test. Some people look at them and see foreigners who are making a mess of tidy neighborhoods and threatening public safety. Other observers see the lines as filled with well-meaning people, many of them fathers and husbands, willing to work hard - often for little pay - to be able to buy food and provide shelter for their families. First Amendment issues aside, which vision people have of the men by the road is likely to explain whether they want the bans to survive or to be struck down.

Certain Materials in the Making of the Frame Does Really Matter ...

Cyclists are known for their streamline physic. Cycling is a passion that can drive a person from being not bothered about the physicality, to develop a well shaped body structure. Every sport needs the right kind of hard work and attention to be further pursued, but cycling is one such sport that is accepted by every individual from their younger ages and if taken up seriously, one can take it up as a career.

Cycling is definitely a sport but the factor that counts that takes cycling to all together a different level is passion. Passion drives an individual to cover heights and distances with spirit. Cyclists need to be focused to reach their goal, as the endurance and strength can fail an individual sometimes while taking that extra step. Passion and being focused are the factors that drive the individual to make it possible to reach the goal as early as possible. There are varied brands of cycle companies in the market, and their objective is to create the best possible bikes for their customers. It is up to an individual to choose the right kind of bike that would best suit them in terms of height and handling it rightfully. The prices of bi-cycles are not all that low for one to go buy as and when they think they can. One needs to do a thorough research before choosing the right bike that would fit their pocket.

To choose the best amongst the rest available in the market should be the target of every cyclist. Attractive color of the bike does matter, but more than that the functionality and the manageable factor of the bike matters. While looking for the features present in any cycle along with the body structure of the cycle, the materials used for handle bars, brakes, derailleur?s, tires, gears (if any) etc. The frame of the cycle does really matter while consideration, as the frame needs to be strong enough to withstand the pressure of any kind of body type. The frame of the cycle is what that holds the entire cycle together supporting each part to stand strong and support the cyclist while riding on it. Certain cycle frames are made up of carbon. Carbon is an advanced composite material used in high performance vehicles like F1 cars, motorbikes and airplanes, to perform better and support the rider or the drive to produce better results. Carbon fiber has 1/4th the density of steel but offers superior mechanical resistance characteristics in spite of its light weight, this act as a boon to the vehicle when considered while creating it. This material does not only easy half the tension of the rider or the driver regarding performing better, it instead bestows the spirit within the individual to succeed and produce outstanding results.

PARIS (Reuters) ? Albert Uderzo, co-creator of one of France's greatest comic book heroes, Asterix the Gaul, said on Monday he was hanging up his pen at the age of 84 but had found several successors to carry on his legacy.

The Italian-born artist, who dreamt up the indomitable warrior with his scriptwriter friend Rene Goscinny in 1959, said he was "a bit tired" after 52 years of drawing and that it was time to hand over his creation to younger talent.

The announcement came on the day publishing house Hachette celebrated the sale of 350 million Asterix books around the world, making the diminutive hero one of France's biggest-selling exports.

"I've decided that there should be some continuity, and I want it to carry on for generations and generations," Uderzo told RTL radio.

Asterix and his jovial sidekick Obelix first appeared in print in October 1959, and their adventures fighting the Roman invaders have since been translated into over 100 languages.

Following the death of Goscinny in 1977, Uderzo took over both the writing and artwork for the comic book, drawing criticism from die-hard fans who felt his scripts lacked Goscinny's humor and irony.

The recent appearance of Asterix and his friends in a billboard advertising campaign for McDonald's also sparked outcry, with some accusing Uderzo of selling out the diminutive Gaul to capitalist invaders.

Bored With Your Work? Try A 2nd Degree Nursing Program ...

A 2nd degree nursing program is a one academic year, full-time and extensive program ideal for people who have bachelor?s or master?s degrees in other fields who want to become registered nurses (RNs).

?

The main goal of second degree nursing programs is to train and educate students for the discipline of professional nursing that can apply their expertise in behavioral, social and biological sciences to provide appropriate nursing service to patients.

An accelerated nursing degree program is ideal for an incredibly determined person that likes to pursue a nursing career. It?s devised for an accelerated pace in which learners can attain a Bachelor of Science Degree in Nursing within approximately 18 months. The program is accredited by the Commission on Collegiate Nursing Education or CCNE, which means graduate students for this program will be able to receive the same recognition as graduates of traditional four-year nursing programs will.

Though going for a second degree accelerated nursing program seems to be very strenuous and really intense, a student can benefit from it in numerous ways. Firstly, the program offers learners versatility with regards to looking for a career. As you can imagine, taking on nursing for a second degree will open so many doors of opportunity to serve as a nurse yet still having a career related to the first degree a person already holds.

?

In addition, nursing is a stable and a well paying job. Unlike other professions, there is certainly and will always be a demand for licensed nurses not just in the US, but in many other nations also.

In addition to having a bachelor or master?s degree in a different discipline, applicants should have these PREREQUISITE COURSES that should be completed with the minimum grade of C+ or 3.0:

??? ?Human Anatomy and Physiology I (4 credits including laboratory work)
??? ?Physiology II and Human Anatomy (4 credits including laboratory)
??? ?Microbiology (4 credits including laboratory)
??? ?General Chemistry (Bio-Chemistry preferred) (4 credits including laboratory)
??? ?Human Growth and Development (3 units)
??? ?Introductory Psychology (3 units)
??? ?Statistics (3 credits)
??? ?English (6 units)
??? ?Nutrition (preferred)

It is also the responsibility of the 2nd degree nursing program applicant to complete each of the REQUIREMENTS FOR UNDERGRADUATE ADMISSION arranged by the college or university. Despite the fact that these admission requirements are different based on the college and nursing school, there are certain documents that are typical for admission to the accelerated BSN nursing. Generally, an applicant should:

??? ?Have the official transcript of their previous degree to be examined by the university Admissions Office.
??? ?Get at a minimum 3.0 GPA in all of the course work plus at least 3.0 GPA in all of the natural and social science course work. All transcripts of records need to be ready prior to the due date set by the university or college.
??? ?Participate in an interview by the admission committee to determine qualification to the program. A composition or article describing the applicant?s reason for shifting to nursing must also be finished in the course of the interview.

If You Are Shopping For Composite Patio Decking, Trex Is Your ...

If you are adding a deck onto your house, you should look into Trex decking, because of its proven track record with home owners. Trex brand construction material employs more natural wood and has a well-known track record when it comes to durability and maintenance. It happens to be recyclable and not whatsoever damaging to the environment. Wooden decking involves a lot more when it comes to maintenance than does Trex.

Trex is a superb value, although at first you might think it is a bit expensive. But once you explore more thoroughly, you?ll realize it?s actually a great value. With Trex you?ll avoid most of the additional costs connected with the purchase of other decking materials. For example, if you use wood you?ll have to worry about bugs and wood rot, and you?ll have to stain or paint nearly every year. Not the case with Trex. Your decking will last for years and years, and all those difficulties connected with wood will not arise. There?s no question that you?re going to realize what a great value Trex is once you check out the extra expense and all the work associated with a wood deck.

Plus, no matter how undesirable your weather, Trex is not going to swell up or shrink, nor will it splinter or crack. Yet it functions just like wood once you work with it; you can saw it and fasten it in place the same as wood. With Ultra violet protection, the Trex decking will not fade, no matter how hot the days become, or how much glare from the sun. Note ? there may be a little basic fading right at first just from acclimation to the area, but this is no big deal and hardly noticeable.

The material of the decking is made from reclaimed wood, which might be fiber or sawdust, and recycled plastic. Any color you find runs right through the piece, rather than simply being painted on. For further help, you can purchase an installation kit, which comes with instructions on how to make a beautiful deck. Plus, you can get and download instructions from Trex?s exclusive website, for no additional cost. As you make your initial buy of Trex materials for your deck, be sure and get all you?re going to need, considering that if you have to place another order you may not be able to get precisely the same color.

Trex stands out as the best national brand, and they have an established track record of creating products that are durable and high quality. You?ll get a warrantee that their product won?t receive damage from insects, nor will it splinter, warp, or rot, hopefully guaranteeing you peace of mind. If you are planning to live in your house for a while, Trex will pay for itself in about five years. Please remember, another excellent thing about Trex is that it will not ever require that you paint it. That alone ought to close the offer for you.

Now, your deck will look better than before!

Jawbone Jambox: Bluetooth Wireless Lautsprecher f?r iPhone & iPad

Weight Loss Pills | AutoRoll - Health and Fitness

In the U. S. , the industries of diet products and plastic surgery keep growing fast; ironically, obesity is also growing fast, and it has been called a pandemic problem. Many people are looking to fight obesity ? and even a few pounds over the standard weight range ? with diet pills. The market is full with diet pills and diet products that promise to slim down fast and promote an attractive body. Many of these products are geared towards appearance, sex appeal, and not about the health problem of being fat. Actually physical beauty sells better that health, and this explains why promoting focuses more on physical attractiveness.

The most popular products or top diet pills in the current day's market include these.

Products containing Hoodia ? These products derive from the Hoodia Plant, found in Namibia and in SA. The hoodia plant is said to be employed by clans to help them during their massive peregrinates, as their appetite is highly reduced. These clans survive with small food, by using this cactus like plant. By including hoodia in some diet pills, the makers need to achieve weight loss results as people's appetite will be suppressed and they won't have to consume large quantities of food. No human studies have been done with this ingredient.

Acomplia ? This diet supplement is under study nevertheless , it's guaranteed to help you in controlling your appetite and urge for food by stimulating certain areas of the brain. Complications like upset stomach, dysentery, and lightheadedness are known. More studies need to be done with this supplement.

Xenical is one of the most well liked diet pills in today's market. It inhibits the absorption of fat, working straight in your belly. The FDA has authorised this drug. It makes claims that calories from fat, as much as a 30 p.c of calories, are blocked from entering the system. Gas and diarrhoea are side-effects that are connected with it. It also may stop the absorption of certain critical vitamins required in the body ? A, E, and vitamin D.

Another popular supplement for diet use is Zantrex. This one guarantees to melt fat, combat cellulite in the body, and even increase the metabolic rate; nevertheless there are no studies to support these claims. It is ephedra free, and contains some natural ingredients that help with weight loss such as ginseng, green tea, caffeine, guarana, and yerba pal. These ingredients have been featured in several natural weight loss products as well as energy boosting products, even in some beauty and health, and anti-aging products.

The other popular diet drug is Meridia. This one has been accepted by the FDA, and it supposed to help the person on the diet by restraining the appetite and stimulating chemicals in the brain ? such as serotonin ? that are responsible for causing you to feel good and relaxed. This in turn will help you to lose weight and use nutrients more successfully, as well as stop overeating. One negative side-effect connected with it's the increase in blood pressure.

Some of these have to be prescribed by a doctor; but it's important to check with a doctor regardless of if the top diet pills are a natural over the counter supplement.

Fed looks set to ease policy as outlook dims (Reuters)

WASHINGTON (Reuters) ? The Federal Reserve on Wednesday looks set to launch a fresh effort to invigorate the faltering economic recovery, embarking on what could be the first in a series of incremental steps to foster stronger growth.

The central bank appears likely to try to push long-term borrowing costs lower by rebalancing its $2.8 trillion portfolio of bond holdings to weight it more heavily to longer-term securities.

Such a move would fly in the face of Republican objections to Fed activism.

Top Republican congressional leaders wrote to Fed Chairman Ben Bernanke this week urging the central bank to desist from further economic interventions, echoing criticism voiced by Republican presidential candidates in recent weeks.

Fed officials, however, believe that by shifting their bond holdings they could encourage mortgage refinancing and push investors into riskier assets, such as corporate bonds and stocks, without stoking a run-up in consumer prices.

Members of the Fed's policy-setting committee are expected to announce their decision at about 2:15 p.m. at the conclusion of a two-day meeting. Policy makers resumed work on Wednesday at around 9 a.m., a Fed official said.

Faced with a lofty 9.1 percent unemployment rate, consumer and business confidence sapped by a troubling U.S. credit downgrade, and an escalating sovereign debt crisis in Europe, Fed officials have signaled they would seek to prevent already sluggish U.S. growth from weakening further.

The U.S. central bank is not alone in its concerns. The Bank of England on Wednesday signaled it was ready to pump more money into the weakening British economy, potentially as soon as October.

Similarly, the Norwegian central bank held its main interest rate unchanged and signaled it might refrain from rate increases for longer than previously expected due to a weaker global economy and the euro zone debt crisis.

The U.S. economy grew at less than a 1 percent annual rate over the first half of the year and analysts have warned of a heightened risk of recession.

"The U.S. recovery has now demonstrated a renewed loss of momentum, one now joined by a more pronounced slowdown globally," TD Securities economist Eric Green said. "In this environment the Fed will remain in crisis management mode."

BROOKING DISSENT

The International Monetary Fund warned on Tuesday that the United States could fall back into recession if the government tightened its budget too quickly. It recommended the Fed consider a further easing of monetary policy as long as there was no sign an inflationary psychology taking root.

The Fed has already embarked far down one of the most aggressive monetary easing paths on record. It cut overnight interest rates to near zero in December 2008 and then moved to more than triple its balance sheet to $2.8 trillion through a series of bond purchases.

After its last meeting on August 9, the Fed said it expected to hold rates at rock-bottom levels at least through the middle of 2013, a decision that drew three dissenting votes.

Critics claim the easing campaign has failed to produce results and warn it could actually cause damage.

"We have serious concerns that further intervention by the Federal Reserve could exacerbate current problems or further harm the U.S. economy," Republican congressional leaders wrote in the letter to Bernanke, which they released on Tuesday.

The central bank's policies have become a topic on the presidential campaign trail as well.

Texas Governor Rick Perry, a leading Republican candidate, said any further Fed money printing would be "almost treacherous, treasonous," and his principal GOP rival, former Massachusetts Governor Mitt Romney, said he would replace Bernanke, a Republican first appointed by President George W. Bush.

LET ME EXPLAIN

Political pressure is unlikely to deter the Fed from acting, but it could make the central bank boost efforts to explain its policies and justify its actions.

Analysts say that with the economy still expanding, and with inflation not far from the central bank's preferred levels, the Fed will likely take only a small step on Wednesday.

Financial markets widely expect the Fed to rebalance its portfolio in a program sometimes referred to as "Operation Twist" after a like-named Cold War era monetary maneuver.

Analysts anticipate the Fed could buy between $300 billion and $400 billion of longer-term assets over a six month period. Purchase would focus on the 5 year to 15 year range rather than the two year to 10 year duration that was favored previously.

One unknown is whether the Fed will opt to actively sell short-term assets and replace them with longer-dated securities, or whether it will simply replace maturing securities.

Markets also think the Fed may cut the interest rate it pays banks for excess reserves held on deposit at the central bank, a move that might push banks to make loans rather than let the funds languish.

In addition, many observers expect the Fed to give serious thought to more clearly defining what levels of unemployment or inflation might prompt it to begin to tighten financial conditions -- although deliberations on that subject are unlikely to lead to a quick decision.

By making its intentions crystal clear, the Fed could underscore the prospect of easy money until economic conditions improve convincingly.
